Delivery Manager, IP Telephony
Location: Shenzhen, China

Relevant Work Experience: 5+ years
Education: Bachelor of Science (BS) preferably in Computer Science or Management Information Systems
Job Description:
The Delivery Manager oversees and coordinates single or multiple projects and services, with a focus on the IP Telephony industry. The Delivery Manager manages large-scale, multi-functional projects to completion and leads and supervises team leaders and team members. Strong foundations of both technology and business processes are essential.
Responsibility and accountability within the Delivery Management role increases over time in scope, complexity, and scale of assignment.
Responsibilities:
Work with Engagement Managers to clearly understand project scope and requirements to accurately provide initial assessmentManage scope by establishing baseline and change control proceduresUsing structured work break down process to assess the dependencies and estimate to develop project plans to cover all phases in established project life cyclesStaff project team within established budget constraints to ensure revenue and profitabilityProper project set up and kick off, as well as clean project closingAllocate tasks, review progress against milestones, resolve issues to ensure project is on track. Manage stakeholders’ expectations and multiple prioritiesResponsible for the technical vision, direction, and architecture of the project.Ensure compliance with established project management methodologies including produce all necessary project artifactsAbility to translate business needs/requirements into technical solutions. As well as to assess performance implications of design trade-offs.Build close relationship with onsite project team members and client team members to integrate all into one cohesive project teamEstablish project level communication protocol, own metrics data provision and reporting to engagement manager and governance committeeSet up quality control points and procedures to make sure that the deliverables are meeting the requirementsProvide manage supervision to project team members, working with practice managers and engagement managers to manage career development, provide mentorship and coaching needed. Provide regular feedback, write reviews and participate performance management processes
General Qualifications:
5+ years project management experience in well recognized, preferably multi-national companiesExperience managing multiple phases or multiple projects using a structured project management methodologyProven experience building and leading projects with cross-functional, matrixed staff with high integration across multiple Lines of Business (LOB) and technical disciplinesProven participation in or management of project steering or governance committeeDemonstrated experience managing client relationships and expectationsProven track record shaping and managing complex technical solutions to business problemsKnowledge and proficient use of project management tools such as MS Project, Primavera etc. Excellent communications skills in both English and Chinese – written and verbalPrior Positions: Technical Lead, Project Lead, Project Director, Program Manager, Program DirectorWestern, oversee working experience and/or education are highly desiredPrior global IT outsourcing experiences is a big plusPMI PMP Certification or equivalent is a plus
Technology and Industry Qualifications:
5+ years experience in the telecommunications industry, specifically IP telephonyExcellent knowledge and understanding of network protocols and telephony interfaces:SIP, MGCP, SIMPLEFXO/FXS, ISDN, VOIPMust have prior software development and testing experience, preferably in both Windows and Linux environments.
