if you want to forge this do index, you need to have micro level data such as the spatial location of in individual firms. these kinds of data are not available for China except that you can buy the shp data form a map company. it is also suitable for K M and other distance based coaaglomeration as well agglomeration indexes.

In summary, any test of localization should rely on a measure which (i) is comparable across industries; (ii) controls for the overall agglomeration of manufacturing; (iii) controls for industrial concentration; (iv) is unbiased with respect to scale and aggregation. The test should also (v) give an indication of the significance of the results.

在置信区间的处理上，没有完全看明白，似懂非懂的感觉。
在操作上还需要进一步看。
