I think what the government can do just to adjust its tax policy. If a government will raise the private consumption very efficient, they can very easy to set a low tax rate for the daily goods for poor family, for example : rice, meal, milk, etc. Another side , government should garant a free competition in the markets, no monopolist, free market entrance, it garants a social optimum.
