1. In recent cases, the U.S. placed quotas or protectionist tariffs on imported steel and imported microchips. In both cases the damage to "downstream" industries was obvious to all and relatively easy to quantify and demonstrate. Assuming that the U.S. lawmakers are not plain dumb, why did they enact these protectionist policies?

2. The U.S. is probably the most open international market among the industrialized countries. What then does the U.S. have to gain by joining the WTO?

1.政策的制定受到利益集团的影响(政治经济分析).

2.美国是WTO的创始国,WTO没有美国的参加肯定是不完整的.WTO的成员能得到基本的非歧视待遇(国民待遇和最惠国待遇).虽然美国是WTO的创始国,但它更喜欢用双边的而不是多边的形式.
