ACTIVE INITIAL statement breaks simultaneous initial equation loop by setting the target capacity to a fixed value, rather than a multiple of capacity. As an alternative, one could also initialize capacity itself to a fixed value, but this is not always convenient.

ACTIVE INITIAL(active eq, initial eq) ：Distinct ACTIVE and INITIAL Equations，Returns the active equation during simulation, except when needed for determining initial conditions,
when the initial equation is returned. Normally this function is used to break a loop of simultaneous initial value equations.
