You'd better raise your issues to your supervisor. Only he/she can help you in the onset of your thesis. Very strange that he/she does not give you instructions.

I could say she is not qualified to be a supervisor. She might not know the technical details, but she should know the methodology so as to be a researcher and supervisor. Please ask her: what is the road map leading you to produce the result; who are the people she suggests you to talk to; which papers she recommends you to refer to; where is the place for you to collect data; and etc...
Perhaps, she could have already told you how, did'nt she?
