This paper has its origin in an effort to come to grips with a research problem defined in 1971 in collaboration with the Ministry of Agriculture of Lebanon. Opinion was divided in Lebanon as to whether the country should be European or Arab in its effort to seek shelter in a world of growing economic integration. Forty five percent of the Lebanese GNP arises in a services sector dominated by trade. The research problem was to ascertain how the agricultural sector in Lebanon would fare under one possible outcome of efforts towards the establishment of an Arab common market; a union of Lebanon With the existing ACM of Syria, Iraq, Jordan and Egypt.
