【内容提要】上海浦东新区产业结构的演进具有一定的可借鉴性。本文对天津滨海新区产业结构进行了实证分析，并运用偏离-份额分析模型，以上海浦东为基准，对滨海新区第一、第二、第三产业的偏离情况进行测度和比较，对滨海新区三次产业的发展提出了建议，以促进其产业结构不断合理化和高级化，由此推进滨海新区经济持续、健康发展。

【英文摘要】The evolution of industrial structure in the Pudong New Area in Shanghai is significant to some extent. The paper makes an empirical analysis of industrial structure of the Binhai New Area in Tianjin, and with the Shift-share Method, makes an estimate and comparison of its deviation from the Pudong New area in Shanghai in the development of primary, secondary and tertiary industries. Finally, it offers some proposals for the development of primary, secondary and tertiary industries in the Binhai New Area to upgrade its industrial structure and to promote the sustained and sound development of its economy.
