第一题说什么叫做卡特尔,保持卡特尔需要面对的困难?这个问题我认为楼主可以回答出来。合作的不稳定性,不合作的冲动性。
第二题是说寡头是否生产有效率的产量?是否有净损失。
我认为是有的,垄断因素决定的,可以参看高鸿业第370页,第三版。或者用垄断代替寡头垄断来分析。寡头是否愿意生产有效率的产量,我认为一般不愿意。否则意味着利润的消失。
