Introduction
The destructive series of earthquakes and the accompanying tsunami experienced by Japan on Friday 11 March have had an impact on public and private infrastructure that is without parallel in Japan’s modern history. Worldwide attention has been focused on the tragic loss of human life and the unfolding events at the Fukushima nuclear plant.
