This article seems to be an explaination to that of yesterday. "This is why China is still busily negotiating bilateral deals with commodity-rich nations." And this is also why USA is busily talking with China. If American make more technology oriented products, and China lower protectionism, it will be a win-win solution. And lower protectionism is also what China want from African countries.
But I think this article is somewhat obscure. It mentions that the inefficiency usage of raw materials in developing countries such as in China and India is a cause of high price of commodity, and it also points out that the success of the emerging nations is imposing an unexpected burden on western progress, then how it can be concluded that no protectionism is good for us all?
Besides, I think "the 20th century" should be the 21th century.
