This article talked about a political economics issue: what's the role the goverment should perform? As the author mentioned, it protects property, the environment, cival rights... In the "property" section of economics textbook, that's all of it. But in the real world, it is the economy's boss--there is hardly a totally pure market economy in the world.
Uncertainty reminds me of the policy volatility our goverment and central bank make. Some scholars pointed out that keeping stable is also a policy. Frequently adjustment is not a good idea in most situations.
