i just wanted to say"there may be better answers" which didn't mean i was satisified with that answer, and i am still wishing u could offer the most adequate one

不能让美国做的更好了，人们的注意力都不在交通建设方面，估计美国想投资的话也只能让中国人来做。或者干脆外包给人力成本而且能吃苦的国家的工人们去做。
