Wow, they have Apple and Microsoft. Once those companies can maky up some new idea and innovation, they can support their economy. But China does not have any of this kind of companies.

基层肯定不是primary level，具体怎么讲比较合理我没有十足把握。

但很明显这个基层指的是“基层ZF”，而不是普通人民喔~怎么能用grassroots。应该是local government吧~~grassroots哪能腐败啊~

但问题是local governments是地方ZF，并非中文里基层的意思。所谓基层腐败和冲突比单纯地方ZF的范围要大得多。

grassroots在这里肯定不是最精确的说法，但我也不认为“基层”是local governments。

我觉得local government指的是地方ZF，虽然google翻译首选给出的是local government，但还是给了grassroot government的翻译，有道的翻译也是如此，如果大家有兴趣可以去看一下韦氏等更为权威的翻译。
