same problems in china, the local people has more chances to get a better job. its not only about the criminal record, the goverment policies and discrimination affects the employer's judgement on a candidate.

依靠犯罪记录来筛选雇员，表面上看还是挺fair的，但是考虑到美国青年中30%的犯罪率，特别是犯罪在不同种族间的区别，因此作者认为这种做法导致了歧视。

if there is a good system to ensure more  people to have a job , the less commit a crime . For many reasons ,non-mainstream people lead a hard life ,it is dangerous to the whole socity.
