　　楼主若是当上央行行长，中国经济危矣，哈哈。

　　一个最根本的问题也是首先需要回答的问题：货币政策的目标是什么？或者说，央行的职责是什么？假如央行要承担社保、医疗、教育、基础设施等等公共产品的提供，那央行和财政部的区别在哪里？央行的独立性从何谈起？央行货币政策一致性的信誉如何树立？（明确一点，外汇储备是央行的资产，不是“政府”的）

　　确切的讲，从微观行为主体的决策来说，购买战略资源与否并不在于国家外汇储备的多少，而是应挑个好价位，趁着人民币升值了赶紧买，就像当年小日本一样。
