Not exactly. Please refer to the examples below.

Each country has its own "house-rule" to incept foreign CFP® practitioners.
Please see examples below.

First, please also take note of the difference of becoming a CFP® certificant and a CFP® certificant who is able to practise in the host country.

Practising in another country:
To be able to practise, it usually means you are licensed by the regulatory authorities to promote and/or market certain financial products beside providing financial advisory to clients.

Being certified in another country but not practising:
You can "transfer" your CFP® certification to another country without being able to practise. This is usually because you did not pass or have not passed the examinations set by the respective regulatory authorities. Being only certified but not licensed by relevant regulatory authorities USUALLY means that you merely put the designation after your name in your namecard.

Restricted Use of the CFP Marks:
"An individual does not want to/cannot become certified in a new territory, but wishes to communicate the fact that he or she has obtained CFP certification in the territory of initial certification." --- http://www.fpsb.org/cfpmarks/crossborderuse.html

In short, you are not practising and you are not transferring your certification to the country you are going, but you want people to know you are a CFP® certificant without using the CFP® mark.

Examples:
If you are a CFP® certificant from China, then you can "transfer" your CFP® certification to UK by submitting to IFP, in UK, your existing certificate from FPSB China. The same rule will apply to CFP® certificants from US or other member societies who intend to "transfer" their certification to UK. However, to be able to practise in UK, the CFP® certificant will need to pass the regulatory benchmark examination which can be taken with the CII (Certificate in Financial Planning) or with the IFS school of finance (CeFA). Now, you see, you need NOT write another examination from the UK CFP® programme to be certified in another country. You need to pass the approved regulatory authority's examination in order to practise.

If the same certificant were to practise in Singapore, s/he will need to pass Module 6 of the local CFP® programme. In addition, s/he needs to pass the regulatory examinations required by the Monetary Authourity of Singapore in whichever area the certificant wants to practise. Now, you see, this CFP® certificant need to pass a local CFP® programme examination to be certified in another country. This certificant also needs to pass examinations approved by regulatory authorities.

Summary:
1. To tell people you are CFP® certificant (from whichever country) in another country, do nothing besides from being certified in your country (or another country if you don't find it troublesome to travel there).

2. To be certified in another country as a CFP® certificant, "transfer" your current certification based on the "house rule" of that country.

3. To practise with the CFP® mark in another country, do 2. plus pass any required examinations by the regulatory authorities.

4. To practise in another country without the the CFP® mark, pass whatever examinations or hold whatever qualifications required by the regulatory authorities.

Note: Some regulatory authorities in some countries do allow the CFP® certificants to be exempted from taking some or all of the examinations that are required for practising in the financial services industry. For example, in many states in the US, CFP® certificants are exempted from the Series 65 examinations required for Investment Adviser/ Investment Adviser Representative Registration.

考过获得证书后,去别的国家只需要参加跨境的考试进行认证就可以了,不用从新考
