中国人民银行副行长吴晓灵 spoke at a conference in Brussels today (May 31)

On global imbalances:

Global imbalances ``are caused by complex reasons. All the

problems cannot be solved in the short term. The solution

requires ``persistent efforts.''

``Global imbalances are a normal phenomenon and process in

the world economic growth. This phenomenon is inevitable in

world economy. In recent years, global imbalances have become a

concern for global community because of the sheer size'' of the

imbalances.

``The U.S. runs a massive trade deficit. However, the size

of U.S. current-account deficit has remained the largest in the

world.''

``We need to go through concerted efforts to reduce global

imbalances. The cooperation in the EU is a very good model, very

good example to the world.''

``This high amount of reserves I'd like to see that China's

BOP imbalances are a reflection of global imbalances.''

On China and global imbalances:

``We have to face this imbalance in the world market. Our

central bank took measures to sterilize to master this

situation.''

``If we want to adjust this imbalance in China we have

first increase the flexibility of foreign exchange, but this is

not the main measure to take because if we have more flexibility

in exchange, it doesn't help to change the world situation.''

``Maybe we can shift the Chinese surplus to other emerging

developing countries.''

``In our economic reforms, we have to readjust our economic

structure; we have to boost the consumption and take measures to

boost this consumption. In order to achieve this, we have to

take two measures. First, we have to have a very solid social-

security system to reduce the passive savings; then we have to

increase the income so the households can have more consumption

then we have to streamline foreign trade policy.''

``This year our foreign trade ministry has adjusted foreign

trade policy as their main issue. The ministry would like to

give incentives to the imports to replace and adjust exports.''

On the yuan:

``If the above mentioned problems cannot be resolved in a

good way, the change in the international fiscal environment

could have a negative effect'' on the yuan.

6月1日【彭博】--中国人民银行副行长吴晓灵表示，中国央行将增持欧

元，因欧洲经济保持增长且汇率稳定。

"不过我们并没有减持美元的计划。"

(06/04) 国务院发展研究中心税收研究员倪红日说："取消利息税可能有助于增加银行储蓄，并使投资从股市回流。证券交易印花税上调是政府的首个选项，息税改革可能随后出台。"

中国央行行长周小川表示，中国央行正在"密切"监视食品价格上涨，在作出利率变动决策前将研究经济数据。

周小川今天在北京一金融会议上对记者说："我们正在密切关注近期猪肉和鸡肉价格的上涨。这些商品在中国的通胀中占了较大比重。"

他表示，中国央行在决定政策调整前，正在等待包括5月份消费物价在内的数据。

周小川称，央行"从未排除运用多种政策工具，包括升息，来控制经济增长。"

他重申，中国希望"维持人民币的稳定。"

(6月8日) 中國人民銀行副行長吳曉靈

在天津參加"中國企業國際融資洽談會"時說：

股市的不健康發展會影響宏觀經濟的穩定，但近期中國股市的波動不會產生此種影響，因為政府的所有調控措施都是為了市場的健康發展，為了長期利好。

在舉行的"２００７中國并購年會"上表示：

目前中國應更多發展人民幣投資基金，同時應該允許金融機構參與私募股權投資基金。

。。。外國的私募基金進入國內以后能夠帶來先進技朮，希望其能更多利用人民幣市場，發展人民幣的投資基金。

此外，吳曉靈還表示，應允許金融機構參與私募股權投資基金。因為中國金融機構是經營風險的一種企業，對于金融機構來說，不在于所從事業務的風險大小，而在于是否有風險認識，是否能管理風險，把風險控制在能夠承受的范圍。如果能做到，就應該允許金融機構參與私募股權投資基金。

"商業銀行、保險公司、養老金等介入私募基金已成趨勢，監管者應從風險承受能力的角度加強對私募基金參與者的監管。"

"今年６月生效的《合伙企業法》引入有限合伙制，這為商業銀行、保險公司、養老金等機構投資人介入私募股權投資基金創造了條件，監管層要順應形勢及時修訂法規。"

（6月8日） 銀監會辦公廳主任賴小民/在召開的"中部金融業崛起"論壇上介紹：

我國金融業總資產已突破４７萬億元，其中，銀行業占比已達９５％以上。

保監會主席助理陳文輝介紹：

今年４月底，我國保險業資產規模已達２．４３萬億元。

賴小民指出，銀監會將在實現更多中小銀行跨區經營、鼓勵外資銀行中西部設立分支機構等方面努力，以有效發揮金融資產的"血液"功能。

賴小民介紹，在４７萬億元的總量中，銀行業金融總資產達４４萬億元証券業約１萬億元，保險業約為２．４萬億元。他說，外資銀行機構的金融資產規模比較小，占總資產的１．９％。為此，銀監會將鼓勵外資機構在中西部地區設點，服務當地金融。此外，對于發展壯大的地區性中小銀行，監管部門也在研究較為寬松的市場准入政策，引導它們更好地實現跨區經營。

陳文輝介紹，截至４月底，我國保險業資產規模已達２．４３萬億元，是２００２年的３．７４倍。我國保險業聚集的可用資金達２．２２萬億元。

他說，截至４月底，國內９８家保險業機構的保費收入達２５３１億元，

同比增長２３．７８％，其中，中部省份的保費收入達４５５億元，同增長２６．６％。

陳文輝指出，國內保險業的發展仍處初級階段，特別是中西部地區的保業相對滯后。

（６月５日）美聯儲主席伯南克表示，樓市可能對美國經濟增長造成拖累。受此影響美元對主要貨幣持續走低，對歐元也跌至近三周低點。

中国国家主席胡锦涛上周五向G8表示，应该维护主要储备货币汇率稳定。
