大意是有作者向《甘肃行政学院学报》投稿，得到稿酬500元。并且没有版面费。
现在的问题是，国内的很多学者，费了很大的劲作出的成果，投到国外的SCI期刊上（中文SCI还不行，非得是英文+外国的），国外的编辑横挑鼻子竖挑眼的对这些学者的成果挑挑拣拣，七难八难的发表了，如果你想公开文章，有时候还得交几千Dollars的“版面费”或者叫什么其它的费用。国外的SCI期刊霸道若此，国内的无论什么大牛还是得俯首帖耳的听着，除非你是国际知名的大牛。
今天早上看到有作者向《甘肃行政学院学报》投稿，得到稿酬500元，并且没有版面费。我有一种预感，不知道对不对，随着国内科研发文章理性的回归，国内也会出一些比较有名气的期刊的，国内的期刊也会得到国内人的认可的。
对于“公开文章”的解释

When will authors be given the choice to pay for open access?
Upon submission authors have the option of ticking a check box to indicate their intention to pay the APC to make their paper open access.
Upon acceptance of their article for publication, authors will need to confirm with the editorial office if they have changed their mind and do not wish to take this option within 48 hours.
If they do wish to take the OA option, then authors must proceed to complete a payment form, a link to which will be provided in the acceptance letter (this can also be downloaded from the individual journal's online instructions to authors).
The license to publish form and the payment form must be sent in at the same time upon acceptance for the article to be processed correctly as an open access paper.
The APC will be collected by the publisher, Nature Publishing Group (NPG), and payment can be made either via a credit card or by requesting an invoice to be raised.
