【演讲者简介】Guy Leung is Lecturer of the Master of Social Science inGlobal Political Economy Programme at Chinese University of Hong Kong. He isalso Research Associate of the European Centre for Energy and Resource Securityat King’s College London and Visiting Scholar of the Center for Energy andEnvironmental Policy Research at Beijing Institute of Technology. Trained as aneconomic geographer, Leung is interested in the geopolitical economy of energy,especially the trans-local production networks of oil and gas industry inChina. He is currently working on a three-year project on the natural gasindustry in China with particular emphases on actors, networks, embeddedness,institutions, scale and space. He reviews manuscripts for Applied Energy,Energy Policy, Renewable and Sustainable Energy Reviews, Energy StrategyReviews, Energy and Power Engineering, International Journal of Global EnergyIssues and Economic Modeling.
【内容简介】The literature on energy security in China is growing butnot always illuminating. In particular, it fails to clearly explain, criticallyanalyze and ideally predict China’s energy security policies, theireffectiveness and their impacts. This deficiency results, in part, from somecore epistemological difficulties. The purpose of this study is to propose anddemonstrate a (more) synthetic approach for analyzing and explaining energysecurity policies in China. It aims to articulate the perspectives of key Chinesepolicy actors on energy security and explain how these perceptions are framedby, and co-evolve with, the energy security issues faced by the state. Ouranalysis is verified by our interviews with key actors from national oilcompanies, international oil corporates, independent firms, governmentagencies, energy institutes and financial sector in Hong Kong and in Beijing.
