【题目】A policy for a warmer society and a colderclimate

【内容简介】Poverty reduction is a stated aim of both poorand rich countries, and the possibility that climate policy will add burdens tothe poor people is seen as intolerable. But unfortunately the capacity todistinguish good and bad distributional impacts of climate policies is not welldeveloped. Therefore an overarching target in climate mitigation should be toexplore the relation between climate policies and poverty reduction. By linkinga global computable general equilibrium model GRACE to a climate model, thispaper considers if climate policy in China in combination with other measurescan achieve the dual goal of reduced urban-rural income gap and reduced globalwarming. A CO2 tax is imposed on fossil fuel combustion so that emissions ofKyoto gases are capped from 2015 onwards. The tax leads to a reduction inglobal temperature of about 0.03 degrees the rest of this century. If the taxrevenue is recycled to rural households, the urban-rural income gap is reducedfrom 1.65 to 1.1 in 2030 (31 per cent), without reducing the urban income levelsubstantially
【演讲者简介】Solveig Glomsrød, Senior Research Fellow atCenter for International Climate and Environmental– Oslo (CICERO). Beforejoining CICERO, she has worked at Research Department of Statistics Norway formany years. She has extensive experience in integrating environmental issues ingeneral equilibrium models (CGEs). She has developed CGEs for China, Tanzania,Ghana, Nicaragua, focusing on energy and land use related environmental issues.At CICERO, she is in charge of several projects on model based (GRACE) analysisof worldwide climate policy scenarios.
