安永2013 企业晴雨表EY G20 Entrepreneurship Barometer 2013
The Barometer ranks each of the G20 countries on the level of support it provides for entrepreneurs. It does so across the entrepreneurial ecosystem: access to funding, entrepreneurship culture, tax and regulation, education and training, and coordinated support.8 The Barometer captures the voice of the entrepreneur, using a survey of more than 1,500 entrepreneurs across the G20 countries. The survey captured insights from entrepreneurs into the rate of progress within each country’s barriers that either help or impede entrepreneurs.
The Barometer also uses a range of quantitative indicators to measure the current level of development that each country has achieved in its ecosystem. It also features exclusive insights from more than 250 entrepreneurs, independent academics and experts, and EY partners across the G20 countries.
调查结果显示，中国“企业家获取信贷”的这一指标排名第三。对于一个快速增长的经济体来说，银行提供给民企的信贷之高非同寻常，占到GDP的120%。
不仅如此，企业家获取的私募股本和风险资本规模巨大， 因为此类型的资金在中国高度活跃。例如，世界经济论坛的调研指出，按照1分（不可能）至7分（十分便捷）来打分，中国企业家在获取风险融资的便捷程度打3.5分，高于G20国集团的平均分数3.0。
在为企业提供扩张资金方面，中国也是佼佼者。2009至2011年间，通过首次公开募股（IPO）筹得的融资总额占GDP的比重平均为0.75%，比任何其他G20国集团都高。直至2013年，此前中国证监会于2012年10月暂停了中国大陆各交易所的新股发行。然而，新股发行预计将在2013年晚些时候重启，并对IPO融资产生随之而来的推动。
尽管中国有诸多优势，加大力度鼓励银行向小型企业提供更多融资依然有益于本地企业家精神的培育。
