EXCEL files are not supported by the INFILE statement.
If SAS/ACCESS Interface for PC Files is part of your SAS installation, read this paper http://www2.sas.com/proceedings/sugi31/020-31.pdf and follow whichever example relevant, otherwise, save .XLS as comma-separated text file and try INFILE again.
