here is my understanding about the problem.
In an ideal society, with unlimited resources. you need worry about nothing.
However, in our practical world, we have limitation to get the job done.
Typically,
1. budget
2. time
3. manpower
If I were you, I will make sure I understand what my boss want first,
profit?
revenue?
reputation?
service quality?
Then, I want to know what's my resource?
budget?
manpower?
the most important: time allocation
If the input is absolutely sufficient to get your job done,
congratulations.
you don't need analysis any more.
Normally,
your resource is not adequate.
That's where you should focus your energy on.
So called bottleneck.
Maximize your bottleneck's output will make sure you get the most out of your system (department, plant or entity).
