State Council Forwards Policy to Support Cross-Border E-Commerce Retail Exports

Recently, the General Office of the State Council Forwards MOFCOM and Other Ministries Circular on Implementing Policies to Support Cross-Border E-Commerce Retail Exports was released. The Circular stipulates the new policies that should be implemented in five cities Shanghai, Chongqing, Hangzhou, Ningbo and Zhengzhou which have launched pilot customs clearance services for cross-border e-commerce.
With regard to issues in customs, inspections and quarantine, and the receipt and payment of tax and foreign exchange, the Circular proposes six specific measures. First, the state will establish a new customs supervision mode for e-commerce exports and conduct special statistical analysis. Second, an e-commerce export inspection and supervision mode will be set up. Third, companies’ normal foreign exchange receipt and payment will be supported. Fourth, the state will encourage banks and payment institutions to provide payment services for cross-border e-commerce. Fifth, the state will implement tax policies adapted to e-commerce exports. Sixth, a credit system for e-commerce exports will be established.
