The paper explores the interaction between viability evolution and path creation under the condition of parallel structure of factors endowments. The conclusion, through comparative study between Suzhou IT and Ningbo Traditional Industry Cluster, verifies the hypothesis that proposed what whether the formation of Collective path by geographically clustering agents is conducive to the complete viability evolution of agents embedded or not is severely building upon the character of agent’s viability and devices of embedding of cluster network structure. The distinguished difference between them is the peculiarities of evolution process among technological absorptive capability and global linkage capability. Finally, the paper conjectures that there must be veiled inherent relationship between the window of path creation and characteristics of phase of viability evolution.
