2009 SCHLOARSHIP， 去年我同学就申请成功了，今年我和另一人一起已经把材料寄出了，希望大家也试下。每个单位前2个人报名都有机会的。

只有在校学生或学校教员才有资格申请的

我看08限定了学校范围，我学校不在那上面，

今年什么样的才有资格呢

我拿到了，好像是交150美元，即enrollment fee,共有两封邮件：

Your FRM Scholarship application has been approved for processing and you should proceed as follows:
If you haven't already, please join GARP as an Individual or a Student Member. We ask that you pay for your membership first, before proceeding with FRM registration.
Once you have paid for a GARP membership, you can proceed to the FRM registration process. Please select the pay by fax method during your registration in order to register for the FRM Exam without paying. Once your FRM registration invoice has been generated, please notify the GARP Scholarship Administrator immediately, at 2008FRMScholarship@garp.com.
In your email communication with us, please be sure to include your GARP ID.
Please note:
GARP is awarding 100 FRM Scholarships in 2008. This e-mail does not guarantee that you will be awarded. The last few available scholarships will be awarded on a first-come, first-served basis to those candidates who fulfill ALL requirements including a paid membership and FRM registration. Once we have awarded 100 scholarships, those applicants who have already been ¡°Approved For Processing¡± will be notified at once that they are no longer eligible for the 2008 FRM Scholarship. Applicants who are not awarded in 2008 are eligible to reapply for the FRM Scholarship in March 2009.

请问最后付款的时候是直接付150$还是先付全额然后FRM再退款？

我正在让学校帮忙准备奖学金的申请材料，估计4月底才能寄出去。。。好复杂。。。。

我是先付全部的，之后它会退，去年我同学是一年后才退的，呵呵。

这个是不是每个学校的都可以推荐两名，还是必须达到什么条件才能推荐啊？
