美国人不疯，消费水平总不至于低于2009年吧。
在今年我国出口下降20%多。
给定这一条件，中国的内需足拉动经济增长8%，这也是事实吧。
大家都知道，今年投资高增长对内需拉动很重要，但投资投向了什么呢？——铁公基。
这些恰恰就是2004-2007经济过热时期的煤电油运制约瓶颈。而非投向了产业，在全球产能过剩条件下，没有谁那么傻把自己的前去投过剩产业。
至于现在的产能过剩行业，估计是前两年就开工，这两年续建的。总得建设完吧，要不然就真的血本无归了。既然是前两年开工的，历史成本不是成本。
过剩了就过剩去吧，政府要做的，就是及时汇总公开有关信息，让市场中的人少犯错。
犯错是要受到惩罚的！

与民争利与藏富于民，该选择哪个？

其实政府知道这些问题的关键，只是不能大刀阔斧的干。保8是必要的，谁让我们的老百姓只能靠工资养活呢，连8都保不了，更多的失业人群会闹事的。短期来讲要保8，要平稳，长期来讲要改革。

楼主的观点正中中国经济的要害，但是目前中国经济走向是由那部分既得利益的少数派掌控的，怎么样维持少数人的利益才是政策的趋势，和大多数民众的关系不大。
