科创板注册制：
今日午后开盘，大盘跳水跌逾1%；随后迅速反弹，在券商股的领涨下沪指直线攀升翻红，中信建投直线拉升近10个点。五分钟后消息面显示：“黑龙江省军工企业新光光电明确备战科创板，已选中信建投担任上市辅导机构”，所以券商股上涨、沪指反弹的逻辑也就逐渐清晰。近期科创板已经开始轮番爆出各种利好，至于说券商股会不会有第二春？值得关注的是：3月12日，上交所向各保荐机构发布了《关于组织科创板股票发行上市审核系统集中测试演练的通知》，于3月13日下午一点进行科创板发行上市申请文件提交与受理环节的集中测试演练。直到3月15日系统测试结束之后，3月18日起，审核系统将正式进入生产状态，所有通过审核系统提交的文件，都将被视为正式的科创板股票发行上市申请文件。就是说下周一科创板将会开启“中国特色”注册制。国发行体制和之前讲到的上市标准一样，都在不断变得“宽松”（监管并未宽松）。从最早的行政审批制，股票发行由国务院根据经济发展和市场供求的情况，在宏观上制定一个当年股票发行总规模；到当前的核准制，保荐人推荐符合条件的公司公开发行证券和上市，证监会负责核准并决定是否发行；直至们当前热议的注册制，审核权下放上交所，之后于证监会完成注册，证监会不做实质性审核而只负责监督之职。注册制与其他制度最大的不同在于：实质性审核的机构在逐渐下放，从最早的国务院确定额度（总量控制、限报家数），到当前注册制中上交所及中介机构来负责实质性审核。还有此前提到的科创板的那五套市值标准及红筹股、同股不同权等方面的革新，可以看出对于上市公司的态度越来越友好。注册制：实质性审核由交易所和中介机构来承担的，证监会不做实质性审核而只负责监督之职。可以说这就是注册制与核准制最大的革新所在。但是对于监管将会更加严厉，一旦发现上市公司出现违规造假，立即停牌退市，且对其上市公司及中介机构予以严惩。细心的投资朋友会知道，注册制并非第一次推出，早在新三板及战略新兴板中已经有过提案，那这次的注册制有什么不同？们下次再重点分析，并不难发现：当前科创板其实就是当时“战略新兴板”及CDR的改良版。
