美国教授可以花时间写拒信(一般拒信是招生人写的,且只有寥寥数语), 说明教授是认可该生的实力的. 如果该生在申请时, 有对该教授学术研究的论文, 一定会被录取的.

Chinese students confuse the purpose of doing PhD and making money. Once they find they could earn more than a PhD holder does if they only have a master degree, they will turn to the easier way of making money from pursuing the ideal PhD which is a real pain, or even a challenge for some of them.
