[size=14.000000pt]Many nations are racing to achieve a global innovationadvantage in artificial intelligence (AI) because theyunderstand that AI is a foundational technology that canboost competitiveness, increase productivity, protect nationalsecurity, and help solve societal challenges. This reportcompares China, the European Union, and the United Statesin terms of their relative standing in the AI economy byexamining six categories of metrics—talent, research,development, adoption, data, and hardware. It finds thatdespite China’s bold AI initiative, the United States still leadsin absolute terms. China comes in second, and the EuropeanUnion lags further behind. This order could change in comingyears as China appears to be making more rapid progressthan either the United States or the European Union.Nonetheless, when controlling for the size of the labor forcein the three regions, the current U.S. lead becomes evenlarger, while China drops to third place, behind the EuropeanUnion. This report also offers a range of policyrecommendations to help each nation or region improve itsAI capabilities.
