1. SET For 2020: Setting a new ambition for PV
PV could supply up to 12% of EU electricity demand
by 2020.
In September 2008, on the occasion of the 1st CEO roundtable during the
24th EU PVSEC in Valencia, the Industry unanimously decided to explore the
future potential of PV and set ambitious targets.
The SET For 2020 study was launched at the very end of 2008 and was
carried out throughout June 2009. EPIA led this essential study, performed
with the support of the strategic consulting firm A.T. Kearney and based
on more than 100 interviews across Europe with the industry, research
community, utilities, regulators and policy makers.
The study demonstrated that PV could supply up to 12% of the EU electricity
demand by 2020, should specific framework conditions be established.
A fundamental repositioning of PV on the energy map, transforming it from a
marginal niche player, today providing less than 1% of the electricity demand,
into a mainstream electricity source in tomorrow’s energy mix.
A huge communication campaign was set up to launch this landmark study
at EU level but also in key Member States including, inter alia, Italy, Spain
and France.
More than 400 articles, with a focus on general and economic press, and
over 30 briefings in national and international conferences, contributed to
make SET For 2020 the new reference for the future of PV.
Symbolising the repositioning of PV on the energy map, the European
Commission increasingly acknowledged the 12% target as a high penetration
scenario for PV that was ultimately adopted in its communication on the
financing of Low Carbon technologies and the SET Plan.
2. The PV Observatory: Establishing the
conditions for sustainable market
development
As part of the roadmap identified in the SET For 2020 study for achieving the
ambitious 12% penetration target, is the set up of a PV Observatory.
With this initiative, EPIA has analysed and compared support schemes
in all major EU markets, in an effort to identify the conditions ensuring an
accelerated yet sustainable development of the PV market and industry.
The PV Observatory, of which high-level conclusions will be published in
early 2010, has already supported the lobbying campaigns that EPIA has
carried out in key EU PV markets and has proven to be a unique instrument
in advising policy-makers of Member States on how to improve their existing
support environment.
The PV Observatory will undoubtedly become a global reference for
implementing sustainable support schemes and will consolidate EPIA’s
thought leadership on the development of PV markets and Industry.
3. Unleashing the power of PV beyond Europe:
PV in Sunbelt Countries
Capitalising on the deep understanding of PV competitiveness in EU energy
markets that was developed in the SET For 2020 study, EPIA has undertaken
the initiative to expand the analysis of competitiveness of PV in other places
of the globe. The ‘PV in Sunbelt Countries’ study was launched.

The study was commissioned by EPIA, in cooperation with the Alliance for
Rural Electrification (ARE) and the Spanish PV association (ASIF), to the
Strategy Consulting firm AT Kearney. 63 of the countries located within
+/- 35° latitude constitute a gigantic potential for PV.
Representing 75% of the World population, these countries are characterised
by a very high solar irradiation and a skyrocketing electricity demand
estimated to grow by 70% in the next decade.
Due to very favourable solar irradiation and often an ageing electrical
infrastructure leading to high electricity generation costs, PV is expected in
these countries to become rapidly competitive with peak, and progressively,
medium load generation technologies.
This study will form the foundation of EPIA strategic analysis on the
opportunity to launch market development initiatives in selected Sunbelt
countries.
4. COP 15: Establishing the first global PV
scenario
Despite a very disappointing outcome of the 15th Conference of the Parties
(COP 15), held in December in Copenhagen, and its inability to forge a
consensus on legally binding emission reduction targets, this conference
was the opportunity for the PV sector to formally appear for the first time in
the Global Climate Change debate.
With several press conferences, TV interviews and a side-event organised in
partnership with the Alliance for Rural Electrification (ARE) and the American
Solar Industries Association (SEIA), EPIA was able to attract huge attention
on the future of PV and its outstanding credentials for combating Global
Climate Change and electrifying the 1.5 billion citizens of the world deprived
from access to electricity.
EPIA, in close collaboration with SEIA and with the support of more than 40
solar associations, also led the constitution of the first global PV scenario
establishing the global potential of PV to curb greenhouse gas emissions.
5. EPIA Working Groups: Further leveraging
Member’s contribution
2009 was also a turning year regarding intensifying the engagement of EPIA
members into the association’s activity.
EPIA created charters for the constitution of formal Working Groups,
establishing global governance principles and the appointment of elected
Chairs and Vice-Chairs.
The existing Policy and Communication Working Groups were remodeled
according to this new governance model and structure while a new
Sustainability Working Group was created.
These working groups will ensure closer participation of EPIA members
in deciding upon the sector priorities and in shaping the strategy of the
association.
They will also represent the foundation for the creation of additional working
groups in the future.
