【内容提要】参照外国世博会效应外溢的普遍情形，上海世博会可预期的效应将会在投资经济拉动、旅游消费服务、科技创新与扩散、企业形象与品牌、产业优化和经济转型、区域一体化与城市联动、主题理念渗透等多源头溢出。其中，除投资乘数效应和会期旅游消费服务等短期显性物质效应外，更多的都属后续长期效应和非物质潜效应。苏州零距离依傍上海，对上海世博会效应外溢不仅拥有丰富又独具特色的旅游资源，经济实力持续强势，产业和开放经济基础厚实，以开发区为主载体蓄势待发，与上海的“同城”情缘密切等优越的承接条件，且已开展了一系列相关的接应活动。苏州所要承接的主要是来自上海世博会后续长期效应和非物质潜效应外溢。为此，苏州应继续推进世博会节事旅游活动，放大旅游“涓流效应”；引导和组织企业利用世博会与国内外大企业合作；围绕“三区三城”建设，研制“后世博”效应外溢接应规划，包括全力推进科技创新、创新经济发展，并与“三区三城”建设同步创建国家创新型城市；抓住低碳高端产业和新兴产业，加快经济转型和发展低碳经济；顺应低碳经济趋势，强化实现城市可持续繁荣和创新发展。

【英文摘要】In consideration of the general situation of the World Expo's spillover effects in foreign countries, predictably, the effects of Shanghai Expo will be spilled from several sources, such as investment driven economy, tourism consumer service, scientific and technological innovation and diffusion, corporate image and brand, industrial optimization and economic restructure, regional integration and urban linkage, and theme concept infiltration. Most of them are long-term effects and intangible potential effects except some short-term explicit material effects like investment multiplier effect and tourism consumption during the exposition period. Suzhou borders on Shanghai, so it not only has predominant accommodation conditions as rich and unique tourism resources, continued strong economic strength, solid foundation in industry and open economy, development zone-based readiness, and intimate relationship with Shanghai city wide, but also has already launched a series of activities related to cohesion. What Suzhou should mainly undertake are subsequent long-term effects and intangible potential spillover effects.　For this reason, Suzhou should continue to promote the Expo festival tourism activities, enlarge the "trickle effect" of tourism, guide and organize the enterprises to take advantage of the World Expo to cooperate with large enterprises both at home and abroad, center on the "Three Districts, and Three Cities' construction, develop the plan of undertaking the spillover effects of "post Shanghai Expo", including pushing technological innovation with all might, innovating economic development, constructing national innovation city with the construction of "Three Regions Three Cities" ,seize the low-carbon high-end industries and emerging industries to accelerate the transformation of the economic restructure and develop low-carbon economy; and conform to the trend of low-carbon economy to strengthen the realization of sustainable prosperity and innovation development of the city.
