在知道每个公司的Initial pollution level和cost of reducing pollution的情况下应该怎样计算减少污染的社会成本
比如                    Initial pollution level              Cost of reducing pollution
        公司1：         300units                             10y1+(y1)^2/1000
        公司2：         600units                             4y2+(y2)^2/100
        公司3：         300units                             9y3+(y3)^2/2000        公司4：         600units                             (y4)^2/25        
求the social cost for reducing 600units of pollution是多少。

    Suppose that the government gives each firm 300units of tradable pollution permits.
   a.  What is the equilibrium price of the pollution permit in this case?
   b.  Calculate also the resulting pollution level of each firm.
