Strauss-Kahn resigns from IMF

Dominique Strauss-Kahn resigned late on Wednesday night as managing director of the International Monetary Fund after being charged earlier this week with alleged sexual assault, saying that he wanted to protect the organisation and his family from further damage.

I want to protect this institution which I have served with honor and devotion, and especially – especially – I want to devote all my strength, all my time, and all my energy to proving my innocence,” he said, in a statement posted on the IMF’s website.

Tendering a formal letter of resignation to the board, he insisted that he denied “with the greatest possible firmness all of the allegations that have been made against me.”

Mr Strauss-Kahn, who was charged earlier this week with sexual assault and other crimes against a hotel maid in New York City, had come under increasing pressure from finance ministers to stand aside.

The IMF said that John Lipsky, Mr Strauss-Kahn’s deputy, had already assumed his position as acting managing director and would continue to serve until a new managing director had been selected. Mr Strauss-Kahn, a former French finance minister, was appointed as IMF managing director in 2007.

Strauss-Kahn's lawyers have denied the charges.

The scandal has appeared to wreck his hopes of running for president of France and has prompted calls for new leadership of the IMF which oversees the world economy.

Here is a timeline of events:

FRIDAY AFTERNOON - Strauss-Kahn checked into a $3,000 a night suite at the luxury Sofitel hotel in midtown Manhattan, which a law enforcement source said he was paying a discounted rate of $800.

The suite has a foyer, a conference room, a living room and a bedroom. The 30-storey hotel has an Art Deco restaurant and bar called Gaby, which the website (www.sofitel.com) says serves "French flair in a glamorous setting."

The hotel is near Times Square, Broadway theaters, Fifth Avenue shopping and Central Park.

SATURDAY ABOUT 12:00 P.M. EDT - A 32-year-old maid entered Strauss-Kahn's suite, room 2806, which she apparently thought was unoccupied.

Following routine procedure, the maid announced herself when she entered the suite, and left the front door to the suite unlocked and ajar, a law enforcement said. She entered the living room and saw nobody. Then she opened the door to the bedroom, where she saw Strauss Kahn, naked. She apologized and said she would come back later, and started to leave the room.

Strauss-Kahn allegedly ran after the maid and, according to the criminal complaint filed by prosecutors, shut the door of his hotel room, preventing her from leaving. He grabbed the victim's chest without consent, attempted to remove her pantyhose, and forcibly grabbed the victim's vaginal area. His penis made contact with the victim's mouth twice through the use of force, prosecutors said.

The woman fled and reported the incident to her supervisor who called police. Strauss-Kahn left the hotel, leaving behind his mobile phone.

An ambulance was called to the hotel and the woman was taken to a hospital where she was treated and released.

SATURDAY, 12.28 P.M. - Strauss-Kahn checked out of the Sofitel hotel, according to court papers filed by his lawyers with the New York State Supreme Court on Wednesday.

SATURDAY, 12.45 P.M. - Strauss-Kahn "proceeded to a previously scheduled lunch a few blocks away" from the Sofitel hotel, according to the court papers.

SATURDAY, about 1:30 P.M. - Security staff at the Sofitel called police to report the alleged sexual assault, a law enforcement source told Reuters. The first police units arrived at the hotel at 1:45 pm, the source said.

SATURDAY, TIME UNKNOWN - "Strauss-Kahn was driven to John F. Kennedy International Airport to catch an Air France flight to Paris, which was scheduled to depart at 4:40 p.m. A seat for Mr. Strauss-Kahn had been reserved on that particular flight approximately one week in advance," court papers filed by defense lawyers said.

SATURDAY, about 3.30 P.M. - Strauss-Kahn called the hotel to ask about his missing mobile phone.

Police were still at the hotel and asked the staff member speaking to Strauss-Kahn to tell him an urgent effort would be made to return the phone. Strauss-Kahn told the hotel staff member to bring the phone to him at New York's John F. Kennedy International Airport.

SATURDAY, TIME UNKNOWN - Strauss-Kahn boarded Air France flight 23 for Paris at New York's JFK airport and was seated in the first class section. He had been due to meet German Chancellor Angela Merkel in Europe on Sunday and attend meetings on the region's debt crisis on Monday.

SATURDAY about 4:40 P.M. - Police from the Port Authority of New York and New Jersey, which manages the bridges, tunnels and airports in the area, boarded the flight minutes before it was due to depart and detained Strauss-Kahn. He was not handcuffed.

The Port Authority police turned him over to New York Police Department detectives from the Midtown South Precinct, which covers the area of Manhattan where the Sofitel hotel is located. They handcuffed him.

Strauss-Kahn made no statements and requested a lawyer. He was taken to the NYPD's Special Victims Unit in the Harlem neighborhood, where he was kept in a room reserved for questioning. He made no statements and declined any food. The Special Victims Unit investigates sex crimes.

SATURDAY NIGHT/SUNDAY MORNING, TIME UNKNOWN - The consul general of France met with Strauss-Kahn under the regular rules of consular protection for all French citizens detained abroad, said Marie-Laure Charrier, a spokeswoman for the French consulate in New York.

SUNDAY 1:15 A.M. - Brafman told Reuters in an email that the IMF chief would plead not guilty.

Brafman is a high-profile criminal lawyer who was part of Michael Jackson's legal team that successfully defended the pop singer against child molestation charges in 2005. Brafman also won an acquittal on weapons and bribery charges for rap mogul Sean "P. Diddy" Combs.

SUNDAY 2:15 A.M. - Strauss-Kahn was arrested and charged with a criminal sexual act, attempted rape and unlawful imprisonment. Strauss-Kahn spent the night at the Special Victims Unit, which is on the second floor of a red brick and concrete building, sleeping in a chair with his feet propped up in another chair.

SUNDAY MORNING, TIME UNKNOWN - Strauss-Kahn ate a breakfast of home fries, scrambled eggs and toast brought in from an outside diner, a law enforcement said.

SUNDAY 11 A.M. - Strauss-Kahn's wife, French television personality Anne Sinclair, said in a statement: "I do not believe for a single second the accusations leveled against my husband ... I do not doubt his innocence will be established."

SUNDAY 1 P.M. - Strauss-Kahn's lawyers, Brafman and William Taylor, arrived and spent half an hour with their client. Brafman again said Strauss-Kahn would plead not guilty.

SUNDAY 2 P.M. - Sofitel New York manager Jorge Tito said in a statement sent by property owner Accor in Paris that the maid who made the allegations had worked for the hotel for three years and was "completely satisfactory in terms of her work and behavior."

SUNDAY 3.30 P.M. - Brafman and Taylor arrived and spent 45 minutes with Strauss-Kahn.

SUNDAY 3.50 P.M. - The maid arrived at the Special Victims Unit in a van and shielded by police with a white sheet from photographers. She spent 40 minutes there. She identified Strauss-Kahn in a lineup, a NYPD spokesman said. "It was a standard lineup -- six people," he said.

SUNDAY, TIME UNKNOWN - Strauss-Kahn ate a ham and cheese sandwich with mustard and drinks a bottle of water, a law enforcement source said.

SUNDAY 10.30 P.M. - Strauss-Kahn's lawyers told reporters on the steps of Manhattan Criminal Court that his court appearance had been postponed so he could undergo a "scientific and forensic" examination that had been requested by investigators. Taylor said Strauss-Kahn was "tired but fine."

SUNDAY 11 P.M. - A handcuffed Strauss-Kahn, wearing black pants, a blue dress shirt and a black overcoat, was escorted from the Special Victims Unit by detectives. He was taken to Kings County Hospital in the New York City borough of Brooklyn where he was examined by forensic technicians who specialize in investigating sexual assault cases.

MONDAY about 3.30 A.M - Strauss-Kahn's mug shot was taken at the Manhattan Criminal Court building detention center, best known as "The Tombs," where he spent the night. The photo showed him looking haggard, his eyes downcast and his shirt collar open.

MONDAY 10.50 A.M. - Strauss-Kahn entered Manhattan Criminal Court for his hearing. Before his appearance, other defendants appeared before the judge in the media-packed courtroom on charges including drug possession, criminal trespassing and delinquency.

Strauss-Kahn appeared to be dressed in the same clothes he was wearing on Sunday and looked tired and grim.

MONDAY 12 P.M - Strauss-Kahn was denied bail. He is due to reappear in court on May 20.

MONDAY, TIME UNKNOWN - Strauss-Kahn was transferred to Rikers Island jail and held in protective custody in an 11 foot by 13 foot (3.35 meter by 4 meter) cell, a spokesman for the New York City Department of Correction said.

TUESDAY, TIME UNKNOWN - At Strauss-Kahn's request, the French consul general visited him at Rikers Island jail, a consul spokesman said.

WEDNESDAY, TIME UNKNOWN - The French consul general again visited Strauss-Kahn, a consul spokesman said.

WEDNESDAY, TIME UNKNOWN - Strauss-Kahn's lawyers lodged an appeal seeking bail with the New York State Supreme Court. They want him released on bail of $1 million in cash and placed under 24-hour home detention with electronic monitoring, according to the court papers. A bail hearing is due to be held on Thursday. It is unclear whether Strauss-Kahn will attend.

Mr Strauss-Kahn's lawyers have said their client denies all the charges.

They will propose $1m cash bail, with their client staying under home detention in Manhattan with electronic monitoring.

He was denied bail on Monday and faces up to 25 years in prison if convicted.

The maid testified today in front of a grand jury that must decide if there is enough evidence to try the French politician.

Her lawyer Jeff Shapiro refused comment on the closed-door proceedings but hit back at claims his client was part of an elaborate set-up intended to bring down the head of the International Monetary Fund.

Legally restricted from providing details on supposed evidence that could incriminate Strauss-Kahn, Shapiro shot down suggestions from the IMF chief's defense lawyers that the maid willingly consented to sex.

'There's been a lot of things stated out here of conspiracy theories and various other things and they are not true,' Mr Shapiro told CNN.

'The most important thing is for her to be vindicated. She has no other agenda other than to tell the truth and to be able to live her life the way she did before this event took place.'

Mr Strauss-Kahn is being incarcerated in an isolated holding cell in the infamous Rikers Island jail on New York's East River awaiting the grand jury's decision, which expected on Friday.

Meanwhile, Mr Strauss-Kahn is facing growing pressure to resign after the US Treasury Secretary said he should no longer lead the powerful financial institution.

'He's obviously not in the position to run the IMF,' Treasury Secretary Timothy Geithner said in response to a question at a New York conference.

It was the first public comments by the treasury secretary about Mr Strauss-Kahn.

IMF spokesman William Murray said the Washington-based organisation has not been in touch with Mr Strauss-Kahn since his arrest in the first-class section of an Air France jet on Saturday afternoon.

'We have not had contact with the managing director since his arrest in New York,' Mr Murray said in a statement.

'Obviously, it will be important to be in contact with him in due course. We are aware of widespread speculation about the managing director's status.'

British Foreign Secretary William Hague said it is important that the IMF can continue to do its work, but said his government has not taken a view on whether Mr Strauss-Kahn should resign.

Speaking on RTÉ's Morning Ireland, Mr Hague said Mr Strauss-Kahn is in a 'very difficult position' and will have to make his 'own decision about his future'.

Mr Strauss-Kahn is accused of sexually assaulting a maid who entered his room at the Sofitel Hotel believing it was empty.

The 62-year-old allegedly emerged from the shower naked and tried to force himself on the woman, who was eventually able to fend off the attacks and run out of the room.

The 32-year-old woman has not been identified and has not spoken publicly about the alleged incident.

However, Mr Shapiro told CNN that his client was suffering from 'extraordinary' trauma.

On Monday, a judge refused to grant bail to the head of the IMF, saying he posed a flight risk because he might try to escape to France.

Strauss-Kahn hotel sex case delayed for tests; maid ID'd him in lineup
The court date for a French political big-shot accused of sexually assaulting a hotel maid was put off until tomorrow while authorities examine him at a hospital for evidence.
Lawyers for International Monetary Fund head Dominique Strauss-Kahn, who was yanked off a jet and arrested in the alleged sodomy attack of a hotel maid yesterday, said their client agreed to a "scientific and forensic examination" that will be conducted tonight.
The 62-year-old had been expected to be arraigned tonight on charges a criminal sex act, attempted rape and unlawful imprisonment.
IMF head Dominique Strauss-Kahn is taken out of a police station tonight. He faces charges he sexually assaulted a Manhattan hotel maid.
"Our client willing consented to a scientific and forensic examination tonight at the request of the government," said one of Strauss-Kahn's attorneys, Bill Taylor. His client is "tired, but he's fine."
Earlier today, the maid identified Strauss-Kahn out of a police lineup, cops said. His lawyers say Strauss-Kahn denies any wrongdoing and will plead not guilty.
Strauss-Kahn was arrested last night for allegedly sodomizing the hotel maid yesterday -- hauled off an Air France flight just moments before takeoff from Kennedy Airport, police sources said.
Three Port Authority detectives pulled Strauss-Kahn from the plane's first-class cabin just two minutes before it was due to depart for Paris, according to the police sources.
Strauss-Kahn -- who was expected to challenge French President Nicholas Sarkozy in the 2012 election -- was turned over to NYPD officers and brought to the Special Victims Unit's uptown squad room.
The trouble began at around 1 p.m. yesterday when a 32-year-old housekeeper entered Strauss-Kahn's $3,000-a-night suite at the luxury Sofitel on West 44th Street -- apparently unaware he was still inside.
The married Strauss-Kahn was in the bathroom, and emerged naked, chased her down a hallway and pulled her into a bedroom, where "he jumps her," a source said.
"She pulled away from him and he dragged her down a hallway into the bathroom where he engaged in a criminal sexual act, according to her account to detectives," Browne said. "He tried to lock her into the hotel room."
Soon afterward, Strauss-Kahn got dressed and headed off to JFK for a flight to Paris.
When he was approached on the plane by Port Authority cops, he said, "What is this about?" sources said. He was taken off the aircraft without handcuffs.
Two law-enforcement sources said Strauss-Kahn was trying to flee authorities. Police said he left his cellphone and other personal items in the room.
"It looked like he got out of there in a hurry," Browne said.
Strauss-Kahn, who had a meeting planned for today with German Chancellor Angela Merkel in Berlin, has an arrangement with Air France that allows him to get on any flight and sit in first class, the sources said. He was traveling alone.
Browne said Strauss-Kahn does not have diplomatic immunity. He was expected to be brought to court today.
The victim was taken to Roosevelt Hospital, where she was treated for trauma.
The shocking arrest came hours after a Socialist Party ally of Strauss-Kahn accused Sarkozy of kicking off a smear campaign against his longtime rival -- focusing on his lavish lifestyle, including his preference for suits from the same tailor favored by President Obama.
"There is now a totally structured and orchestrated campaign, which has already been announced by Mr. Sarkozy and his closest allies, to attack the character of Strauss-Kahn," Socialist politician Jean-Marie Le Guen told Europe 1 radio.
Strauss-Kahn's stint at the helm of the IMF in Washington does not officially end until September 2012, several months after the scheduled date of France's presidential vote.
But the French political world has been buzzing with speculation that the man popularly known as "DSK" would bring a premature end to his tenure and throw his hat in the ring. And some opinion polls suggested he would win.
In France's 2007 elections, Strauss-Kahn lost the Socialist nomination to Segolene Royal, who in turn was defeated in the general election by Sarkozy, leader of the right-wing Union for a Popular Movement.
But Sarkozy, who still sees Strauss-Kahn as his likeliest electoral rival, is believed to have maneuvered Strauss-Kahn out of France by backing him to head the Washington-based IMF.
A spokeswoman for the State Department had no comment, nor did a spokesperson for the French Embassy.
Caroline Atkinson, an IMF spokeswoman, issued a statement this morning that said the agency would have no comment on the New York case. She referred all inquiries to Strauss-Kahn’s personal lawyer and said the “IMF remains fully functioning and operational.“

Bail Granted to Ex-I.M.F. Chief in Assault Case
By JOHN ELIGON


A judge granted Dominique Strauss-Kahn bail on Thursday, allowing the former managing director of the International Monetary Fund to be freed from Rikers Island to stay in a Manhattan apartment while his sexual assault case is pending.

Mr. Strauss-Kahn’s lawyers filed a new application for his release in State Supreme Court on Wednesday night, reiterating their client’s earlier offer to put up $1 million cash bail and wear an ankle monitor. The new application also said that Mr. Strauss-Kahn would remain under 24-hour home confinement in the apartment recently rented by his wife, with an armed guard posted outside — presumably to ensure he stays inside. He also submitted a waiver of extradition, should the American authorities need to get him back from France.

The judge, Justice Michael J. Obus of State Supreme Court in Manhattan, agreed to those conditions, also requiring $5 million bond to be posted.

After setting Mr. Strauss-Kahn’s bail conditions, Justice Obus issued him a stern warning.
Mr. Strauss-Kahn, I assume you’re going to be posting this in due course,” he said. “You will be subject to and you will have the benefit of the protection of the criminal court system, the criminal justice system of this state and this country. I expect you will be here.”

If there is the “slightest problem with your compliance,” Justice Obus added, he could change the conditions of the bail and could even withdraw it.

Before the judge gave his decision, prosecutors announced that a grand jury indicted Mr. Strauss-Kahn on charges related to the alleged sexual assault of a hotel housekeeper at the Sofitel New York.

The charges included several first-degree felony counts, including committing a criminal sex act, attempted rape and sexual abuse; the most serious charges carry 25-year prison terms.

Mr. Strauss-Kahn was placed in protective custody on Rikers Island after his arraignment on Monday; he has since been placed under suicide watch for precautionary reasons.

Mr. Strauss-Kahn was escorted into the courtroom at about 2:30 p.m., looking much better than he had in his previous court appearance. He wore a gray suit with a baby blue shirt and was clean-shaven. He gave a toothless grin and nod to his wife, Anne Sinclair, and daughter, Camille Strauss-Kahn, who were sitting in the front row.

Reporters started lining up outside the courtroom more than two hours before the start of the hearing. About 100 of them squeezed inside the courtroom, some even sitting in the jury box alongside sketch artists and photographers.

There was some rumbling around 2:15 when Ms. Sinclair, strode into the courtroom, clutching her daughter’s hand. Ms. Sinclair wore a gray dress with a dark blazer, and cocoa-colored, patent leather platform heels.

In a sign, perhaps, of the seriousness with which prosecutors are treating the case, Artie McConnell, the assistant district attorney assigned to the case, was accompanied by Daniel R. Alonso, the chief assistant district attorney, and Lisa Friel, the chief of the office’s sex crimes unit.

Mr. McConnell began by reiterating the prosecution’s objection to bail being set. As he had argued during the Criminal Court arraignment on Monday, Mr. McConnell said that the evidence against Mr. Strauss-Kahn was compelling and that he had the means to flee.

He has the stature and the resources not to be a fugitive on the run,” Mr. McConnell said, but to “live a life of ease and comfort in parts of the world that are beyond” the jurisdiction of the court and the United States.

Even though Mr. Strauss-Kahn said he had lunch with a family member, Mr. McConnell said his exit from the hotel was “unusually hasty.”

The prosecutor added that Mr. Strauss-Kahn “has shown a propensity for impulsive criminal conduct.” Mr. Strauss-Kahn gently shook his head in response.

Mr. Strauss-Kahn’s lawyers argued that the proposed bail package was comprehensive enough to allow his release from Rikers. One of his lawyers, William W. Taylor III, said that the defense has hired a security team that would provide video monitoring, an ankle bracelet to monitor his movements, and an armed guard at the entrance and exit of the building.

There is really nothing more restrictive that can be accomplished along these lines,” Mr. Taylor said in court.

Mr. Taylor also criticized the district attorney’s office, saying they had been unreasonable in bail negotiations. They have been resistant, Mr. Taylor said, even though the security team was one that Mr. Alonso, the chief assistant district attorney, recommended.

The prosecutions position “simply has been, ‘No, no, no,’ ” Mr. Taylor said. “Not that any one of these is inadequate or insufficient. It’s simply no.”

His release came after Melissa Jackson, the chief judge of Manhattan Criminal Court, denied him bail on Monday, agreeing with prosecutors that Mr. Strauss-Kahn, a French citizen who was thought to be the leading contender to become France’s next president, presented too great of a flight risk.

Benjamin Brafman, who also represents Mr. Strauss-Kahn, but was in Israel on a family matter, said he was “delighted with the court’s decision.”

“It was the only fair thing to do,” he said.

Filing the new application Wednesday was an unusual move in that it was done before Mr. Strauss-Kahn found out whether he was indicted. Typically, if a defendant is held without bail after appearing in criminal court, that person’s lawyer waits until after an indictment, when all the charges are clear, to ask for new bail.

News reports out of France have expressed some dismay that Mr. Strauss-Kahn has been paraded around in handcuffs before the cameras, looking unshaven, glum and tormented.
