汇率问题我一直搞不明白

第二段：For example , if the United States were running a deficit in the balance of payments vis-a-vis Japan ,and thus the demand for yen in exchange for dollors exceeded the supply of yen in exchange for dollars from Japanese ,the Bank of Japan would buy the excess dollars,paying for them with yen.

balance of payment 怎么译？

这段我不懂，我们国家也实行固定汇率制，我想这个例子比较实用，可是看不懂，着实烦恼，请精通的人用简明易懂的语言帮我理解理解这段话，谢谢！

Fixed exchange rates thus operate like any other price support scheme ,such as those in agricultural markets.Given market demand and supply ,the price fixer has to make up the excess demand or take up the excess supply.In order to be able to be ensure that the price (exchange rates)stays fixed ,it is obviously necessary to hold an inventory of foreign currencies ,or foreign exchange ,that can be provided in exchange for the domestic currency.

当本国国际收支出现大量盈余，

为什么就会引起本国货币升值？

balance of payment，收支余额、收支平衡

将货币当作一般商品的供求来理解，会容易些。

例如，美国在国际收支中正与日本产生赤字，因此，日圆兑换美圆的需求超过日圆对美圆的供应。日本银行将用日圆购进美圆。 美国有了贸易赤字，导致美圆充斥太多，反映在外汇市场上就是日圆需求超过供应，日本出于自身考虑，不能让美圆升值。

固定汇率机制的运行就像农产业市场上的价格支持计划一样。给定市场供应和需求，要想使价格稳定就不得不弥补过多的需求或者吸收过量的供应。为了确保价格稳定（汇率稳定），很显然就需要存有一定量的外汇储备，随时可以用来与国内货币交换。
