at the bottom of the page there is a link to marcucci_datacode.zip. Download the zip file and unzip it on your pc. Then, go to my research webpage

http://sites.google.com/site/jurimarcucci/publications/hints-for-mrsgarch-program （需要这个，打不开）

and download the two files which have been recently updated.
Please, consider that the code is for univariate models and not for multivariate. If you have further questions, please, let me know.
