不过有一点很重要,这是楼主在4个星期内完成的英文原创 (全文由超过2000多个英语单词组成,按我当时的英语水平,这已经是不错了,不过把它翻译成中文也要3500字以上)。里面的引用格式都是采用一种正规的学术资源引用方法 - MLA or APA。大家可以探讨一下我的文章,并指出不足。楼主还觉得这是一篇很好的实际素材,可以用于经济英语角的活动,促进大家用英语进行学术交流。

Will the Reduction of Carbon Emissions Be Beneficial to Americans?
The 2009 United Nations Climate Change Conference was held in Copenhagen, Denmark last December. The main goals of the conference were to establish the targets of reduction of carbon emissions and reinforce cooperation among various countries to explore clean sources of energy and improve energy efficiency. During the conference, numerous nations like the United States, China, Australia and Switzerland were proposing to decrease carbon emissions by 2020. As an economic giant, the U.S. government quickly took action to diminish its carbon emissions by investing over $80 billion on renewable energy projects. For instance, the White House representatives declared that America will spend $11 billion transferring renewable energy from the countryside to urban areas, “$4.5 billion to green federal buildings and cut our energy bill, saving taxpayers billions of dollars, and $ 6.3 billion for state and local energy and energy efficiency efforts” (“Energy & Environment” par. 1). What attracts the government to spend large amounts of its budget to reduce carbon emissions? Although many Americans criticize the government’s action for causing an increase in both energy prices and the unemployment rate in manufacturing sectors, the reduction of carbon emissions should still be a great value due to three factors: using clean energy enlarges generating capacity and protects our environment, it creates more jobs and collects more revenue, and it lessens energy costs.
One advantage of reducing carbon emissions is that using clean energy sources such as wind helps America increase its generating capacity and protects our environment. For instance, on Energy and Environmental Affairs, environmental scientists demonstrate that “29,440 Megawatts (MW) of wind energy are currently installed in the United States, and an additional 5,886 MW are under construction” (“Wind Energy: Facts” 1). They also say, “A single 1 MW turbine on land can provide enough electricity to power 225 to 300 households” (“Wind Energy: Facts” 1). Roughly speaking, 29,440 MW can provide sufficient electricity to power at least 6 to 8 million homes. Some farmers may incur a large fixed cost to set up a wind turbine, but the U.S. government offers subsidies to them. Therefore, they can spend less money building a wind turbine to generate more electricity than carbon energy and offset tons of carbon dioxide annually.
In addition, wind energy is cleaner than carbon energy because of its lower carbon emissions. Carbon emissions can cause global warming and air pollution that are contaminating our environment. Specifically, global warming triggers the faster melting of South Pole Ice Mountains each year. As the global temperature goes up, it also raises the burning potential in forests. Once trees are burned, many animals will be killed and lose their habitats. Furthermore, carbon emissions deteriorate air quality, especially in cities. When fossil fuels are burned, large numbers of carbon oxides are released into the atmosphere. Carbon monoxide, a poisonous gas, threatens our lives even if we do not breathe it very much. To protect our environment, wind energy can help us moderate those negative consequences. Hence, clean energy like wind brings positive externalities to us since it produces more electricity without destroying the ecological balance.
