此次事件真相如何，亟待相关部门给予公正的解释。现在的大学，行政化严重，亦商亦官的，不彻底扭转治理乱象，何谈创新型国家，何谈高水平大学。最近，很多学习在制定所谓的大学章程，声称将起到“宪法”的作用，其他高校情况我不清楚，我所在的高校制定出来的大学章程中明确规定：学校的最高决策机构是党委会（原话不记得了）！个人觉得与高校去行政化背道而驰，但正如楼主指出的，所谓的建言渠道摆在那，但谁又会去提意见呢？因为提了也白提，还弄得自己不自在，到时这个找你谈话，那个向你了解情况

是的，说的有道理。一个学院搞一个党?外国人没法理解

举报人存在学术不端行为（举例而已），他或她也同样有权力举报他人的不端行为

Here is an extreme example,

We may consider the possibility by sampling.

In other words, the population is very large, making a census or a complete enumeration of all the values in the population impractical or impossible.

The sample represents a subset of manageable size. Samples are collected and statistics are calculated from the samples so that one can make inferences or extrapolations from the sample to the population.

This process of collecting information from a sample is referred to as sampling. The data sample may be drawn from a population without replacement, in which case it is a subset of a population; or with replacement, in which case it is a multisubset.
