<p>1980年,在参加养老金计划的美国劳动者中,有超过60%的人领取传统养老金――在退休期间,由原雇主每月支付固定金额。其余大多数人参加的是诸如401(k)这样的固定缴款计划,由雇员自己打点退休投资。</p><p>现在,这一比例刚好相反。越来越多的公司舍弃传统养老金计划,把投资风险转嫁给员工。但是,很多研究表明:员工通常储蓄太少,投资过于保守,退休后对本金管理不善。数百万人年老时很可能难以维持生计。</p><p>如果401(k)和类似计划是美国人投资养老的主要方式,那么雇主们该如何对其加以改善?经济学家圆桌会议的建议包括:促使员工自动参与养老计划、尽可能少地依赖公司股票、强化养老金的地位,以及提升员工的金融知识。</p><p>经济学家圆桌会议已有13年的历史,这一团体由大约50位杰出的经济学家组成。沃顿商学院金融学教授布卢姆(Marshall E. Blume)说:“作为一项社会政策,我们希望人们通过这些养老金计划,在退休后能有足够的金钱维持生计。”他认为,除非这些建议的问题得以解决,否则很多401(k)计划的参与者将会身无分文,成为社会的负担。 “现在,即便是雇主配合[员工缴款],仍有很多员工并未参加养老金计划。”他又补充道。</p><p>为解决这些问题,今年的经济学家圆桌会议于7月在美国新罕布什尔州的布雷顿森林(Breton Woods)召开。会议的结论是一组题为“设计养老金固定缴款计划的最佳实践”的系列建议。经济学家圆桌会议于1993年开办,每年召开一次,探讨重大的经济问题。近几年的年度会议分别针对对冲基金的风险、优化企业养老金的记账方法,以及企业高管的报酬等问题发表了声明。会议声明必须要得到大多数与会成员的认可。圆桌会议的52位成员中,沃顿商学院的教授占据了数个席位,除了布卢姆教授外,另外还有3位:理查德·贺林(Richard Herring)、杰里米·西格尔( Jeremy Siegel)和罗伯特·司特堡(Robert Stambaugh)。他们均为签署最新一次声明的33位成员之一。</p><p>该声明支持去年夏天通过的2006联邦养老金保护法案之中的主要规定,例如,允许雇主使其员工自动加入401(k)养老计划。它还预见到了该法中尚未规定的进一步措施,如发展低成本年金供401(k)计划的参与者进行购买,从而获得终身稳定的退休金。</p><p></p><p>“固定收益计划(Defined Benefit Plans)非常好,”布卢姆说,“这种计划消除了投资风险,也没有长寿风险。人们在余生中每年获得固定的一笔钱。但这一计划的前提是假设你终身为一家公司工作,并且该公司一直存在为你支付这笔钱。”</p><p>传统养老金计划,或称固定收益计划,主要按照以下公式来计算个人养老金:每年支付的养老金金额 = 在该公司工作年限×退休前的最终工资或最后几年的平均工资×一定的百分比。假设该百分比为1.6,一个工作30年的员工,年薪7.5万美金,每年将得到3.6万美金的养老金收入。</p><p>为了最好地利用养老金计划,员工必须在一家公司工作多年,并且直到退休前仍在为该公司效力。如果他提前离开,他仍然可能得到养老金,但是上述公式将采用较少的工作年限和该员工离职时的工资,而不是他离职数年后更高的工资。</p><p>在诸如401(k)的固定缴款计划(Defined Contribution Plan)中,员工可以选择把他工资的一部分,选择缴纳给由雇主选定的受托人提供的多种投资方案。受托人往往是共同基金公司。很多雇主也会按比例配合员工缴纳其余部分金额,但通常比参加平均养老金计划的雇主投入的要少。员工缴纳的金额从其应税收入中扣除,这样就减少了联邦所得税,还无需缴纳投资所得税。直到退休时员工提取这笔钱,再支付所得税。通常,员工需缴款59.5年才能从401(k)计划中提取退休金,否则除税款外还要支付10%的罚款。</p><p>固定缴款计划有益于更换工作的员工。他们可以带走自己的401(k)资产而无需为原雇主养老金计划的运作状况担忧。但他们退休后的收入取决于他们的投入和他们所选择的投资计划是否成功。一个典型的401(k)计划所提供的共同基金不超过12种。</p><p>蹩脚的投资者</p><p>问题在于有太多员工不擅长投资。</p><p>2006年,联邦法律允许人们将高达1.5万美金的金额投入其401(k)计划。如果年过50,这一金额可增加到2万美金。很多养老金计划允许员工投入其工资的20%――只要不超过联邦法律规定的上限。富达投资(Fidelity Investments)为1.2万家公司和900万参与者运作其养老金计划。它的最新研究显示,雇员的平均投入仅为年收入的6.9%. 很多情况下,这不足以与雇主配合所提供的全部金额相匹配。符合条件的员工有超过1/3没有参加养老金计划。即使在参加的员工中,平均账户金额也仅为6.25万美金。有近半数的账户中,金额不足2万美金。</p><p>富达养老金计划中72%的资产为股票。这表明养老金计划参加者充分了解股票是比债券和现金更能获利的长期投资手段。但是,他们所持股票中大约14%是雇主公司的股票。专家们认为,这种做法是将太多的鸡蛋放在了一个篮子里。</p><p>经济学家圆桌会议的声明中说道:“固定缴款计划是为那些有充分财务知识的人们所设计的。他们积极参与退休计划,能够评估长寿风险,资产组合和储蓄决定。但是很多人容易犯错,配偶也会因为对方的错误而受苦,这是一个社会问题。”</p><p>补救措施之一是自动加入。即,自动将新员工登记加入401(k)计划。员工有权选择退出,但研究表明,当员工发现扣除的工资数额并非不能承受,他们往往就不会选择退出。“他们一旦参加,就不愿退出;一旦退出,就不愿参加。”布卢姆说。</p><p>富达投资发现:通过自动加入,符合条件的员工中76%都加入了养老金计划。而非自动加入的员工中只有54%的人参加了该计划。自动加入养老金计划的人们缴款金额也更多一些。在自动加入的养老金计划中,最常见的“默认递延率”为3%。这一比率是指在员工默认的情况下,其投入养老金计划的金额占其收入的百分比。</p><p>很多自动加入的养老金计划都会将雇员所缴款项投入货币市场基金,除非员工另外指定。经济学家圆桌会议建议此类计划采用包括股票和债券在内的低成本低风险的多样化资本组合。另外一种选择是生命周期基金――这种基金将年轻员工所缴款项投入股票市场,随着员工逐渐接近退休年龄时再逐渐转为债券投资。</p><p>不要依赖于公司股票</p><p>美国很多州的法律长期以来要求任何工资扣减都需经过员工同意,这就阻碍了自动加入计划。2006年的养老金保护法案扫除了这一障碍。只要投资是谨慎进行,并经多样化组合,即使该计划表现不佳,雇主也免受起诉。</p><p>2001年安然破产案中,员工们眼睁睁地看着自己的退休金被席卷一空,因为他们过度投资了自己公司的股票。但是富达投资的研究表明,尽管此后诸多专家警告说,将工资单和退休金交给同一家公司存在风险,但仍有约14%的401(k)资产为自己雇主的股票。</p><p>原因之一是很多公司使用自己的股票来配合员工缴款。“公司股票给员工带来了很多额外的风险,”布卢姆说,“如果公司业绩不佳,很可能员工在失业的同时,其所持股票也在下跌。”经济学家圆桌会议并未建议禁止这种做法,只是在声明中指出,好的固定缴款计划应避免过多投资雇主股票。</p><p>退休者面临的最大的问题之一是“长寿风险”。即便401(k)计划能够积攒丰厚的本金,寿命长于养老金支付年限仍然是人们所担心的问题;然而,很多人不知道他们每年可以提取多少金额,才能保证余额仍足够支持他们活到八九十岁。</p><p>经济学家圆桌会议称,好的养计划应该能提供养老金,凭借其议价优势来削减费用。其中一种类型为即期养老金,即缴纳一笔总费用就能终生取得固定收入。比如,在退休时员工缴纳满15万美金,就能在此后每月领取1000美金。如果缴纳的费用更多,员工的退休金收入就能随通货膨胀上涨,并在其去世后,其配偶仍能领用该笔收入。这种养老金的不利之处在于,所缴纳的费用是永久性的,即便员工在仅仅领取几个月的养老金后就去世。</p><p>“经济学家圆桌会议的结论是养老金可以在消除长寿风险中发挥主要作用。雇主应在员工退休时提供联合人寿年金的默认选择,使员工和其配偶得到保障。雇主能按团体费率取得年金,从而得以比员工个人更好地评估各种不同的养老金。”声明中指出。布卢姆说,养老金保护法案使得雇主能够更为便利地提供各类年金。</p><p>即使雇主启用自动加入计划,不购买本公司股票,并为员工提供年金和其它新型的投资选择,每个员工仍然对自己的固定缴款计划拥有控制权。因此,经济学家圆桌会议认为,提升员工的金融知识是推动养老金计划更好运作的关键。</p><p>很多雇主不愿为员工提供金融知识教育,害怕员工投资失利后起诉他们。养老金保护法案免除了雇主的法律责任,只要他们的投资建议是基于公认的投资原则,比如投资要多样化等。很多雇主可能会将员工的金融知识教育外包,但大会声明指出,如果将该教育外包给运作员工养老金计划的基金公司或经纪人,则很可能存在潜在的利益冲突,雇主仍然要对他们提供的任何投资教育的内容承担“首要责任”。 </p><p>    布卢姆说:“我们希望人们能够了解不同投资策略的风险和回报。就这一点而言,拥有大笔资金的人能够很容易地从金融顾问那里获取投资知识。但是问题在于,如何在花费不大的条件下,将这种知识提供给资金有限的人。”</p><br/>
