樊胜根,男,1962年出生于江苏省东台。1982年获南京农业大学农业经济学学士学位,于1985年获该校农业经济硕士学位,同年赴美国明尼苏达大学应用经济系攻读博士学位,1989年获该校经济学博士学位。他长期从事发展中国家的农业发展战略,特别是农业公共投资和公共政策领域的研究,在中国农业科研体系、农业生产率测度、以及测算制度改革和技术进步在农业生产中的作用等方面进行过大量深入而有价值的研究,并将其拓展到了许多发展中国家和地区。近年来已公开出版专著10余部,发表论文100多篇,是国际知名的农业经济和公共政策研究领域的专家。他的研究成果多次被世界银行、联合国等国际机构及发展中国家政府采用。
在过去的十几年中,樊胜根博士一直致力于中国和其他发展中国家的农业科研、技术、公共投资及贫困领域的研究,曾在多个国际组织和大学任职。作为国际食物政策研究所公共投资研究项目的负责人,樊博士带领着一支由多国科学家组成的研究队伍,对中国、印度、泰国、越南和非洲、中东等多个国家和地区中农村公共投资在经济增长和反贫困中的作用进行了分析。他们的研究结果通过国际会议、公开出版物、媒体等等对发展中国家农村投资的分配及有效使用产生了深远的影响。
樊胜根博士于1999年新中国成立50周年之际,受国务院邀请作为“百人博士团”回国参加了国庆50周年庆典活动。由樊胜根、张林秀、张晓波撰写的论文《中国农村公共投资在农村经济增长和反贫困中的作用》荣获2003年度“中国农学会优秀论文一等奖”。
? 主要学术任职:
n 世界银行顾问、联合国粮农组织顾问、亚洲开发银行顾问、美国农经学会中国委员会委员、美国农经学会国际委员会委员及国际农经学会会员、1996年至今担任南京农业大学客座教授、1999年至今担任中国科学院农业政策研究中心(CCAP)顾问、《中国农村经济》、《Food Policy》杂志、《Review of Agricultural Economics》杂志编委会成员等。
? 主要工作经历:
n 1982-1985年在南京农业大学担任教员,从事教学及科研工作;
n 1985-1989年在美国明尼苏达大学应用经济系担任科研助理,主要研究方向为“前中央计划经济国家的制度创新及农业生产力增长”;
n 1990-1992年在国际农业科研服务中心任研究官员,主要研究亚洲发展中国家农业研究体系的投资优先序和组织体制;
n 1992-1995年任美国阿肯色大学农业经济与农村社会系经济学家,研究建立一个国际大米贸易的模型,并分析政府政策对国际大米贸易和市场的影响;
n 1995-1998年任国际食物政策研究所研究员,主要研究发展中国家农业科研、基础设施、教育以及提高健康水平等在经济发展和减贫中的作用;
n 1999年至今,一直在国际食物政策研究所担任高级研究员及公共投资计划主管职务,主要负责和带领团队开展一项公共投资方面的全球及地区性研究,同时负责协调该所中国项目;
n 2004年,受聘于中国农业科学院,负责国际农业农村发展研究中心的工作,致力于引导中心发展成为一个面向全国和国际的开放灵活型国际研究机构,并承担对外交流与合作的任务。
