诸位牛人呀～帮忙看到题：

“Cogress dose not need to adopt a bill to cut utility produced greenhouse gases" is an example of what kind of policy?" 答案是structural policy,可是我觉得应该是Fiscal policy呀～这难道不是政府花费的例子么？

大家能帮忙解释解释为什么吗？

The structural policy (industrial policy called) is a generic term for the whole of the politico-economic measures for the organization of the structure of the national economy of a state. A goal of the structural policy is the avoidance and/or overcoming of structure crises, which disturb the overall economic equilibrium. With structural policy changes in the economy, which are caused by new products, globalization or structural change, are weakened or arranged socially compatible.
