 一道公共经济学的作业，很迷惑，是这样说的：after Peter Krieg has destroved the Metro station,the major and his colleagues plan to build a new station,the cost function for each kilometer of Metro is given by

  C(x)=F+x

with F>o,the fixed costs F only arise if x>o,the representative client of the Metro has an income of y and max his utility function:U9x,z)=2x-1/2x^2+z,with z for the consumption of all goods,asssume tihe price for z 1,the Metro kilimeters'priceis  is p

1.求inverse demand function for the metro client.

问题是：1，这个client有什么特殊的意思吗？和consumer有区别马？在这道题目里面，他是代理人马？就是国家委托他来修铁路，同时他自己也是铁路的受益者，他在最大化自己效益的情况下， 修一定长度的铁路。还是说这个人和普通的消费者没有区别，修铁路的是铁路公司或者国家？

2，cost function表示的是1 km的cost,那么2 km 的cost 是F+2还是F+2x?
