Myles and Ann Orloff, although I suppose it would be unfair to hold them responsible for the
end result.

The welfare states of the affluent democracies now stand at the center of political discussion
and social conflict. Analysts frequently portray these conflicts as fundamental struggles
between supporters and opponents of the basic principles of the post-war social contract.
They often emphasize that the politics of social policy are played out against the backdrop of a
transformed global economy that has undercut the social and economic foundations of the
welfare state. While containing elements of truth, such portrayals distort crucial
characteristics of the contemporary politics of the welfare state. Changes in the global
economy are important, but it is primarily social and economic transformations occurring
within affluent democracies that produce pressures on mature welfare states. At the same
time, support for the welfare state remains widespread almost everywhere. In most countries,
there is little sign that the basic commitments to a mixed economy of welfare face a
fundamental political challenge. Nor is there much evidence of convergence towards some
neo-liberal orthodoxy.

The Welfare State has come under
attack from economists, particularly in
Western Europe, who argue that it is responsible
for poor economic performance,
and that public spending should be reduced.
The present paper seeks to clarify
the nature of the charges leveled against
the We/fare State and the mechanisms by
which it may adversely affect economic
performance. The first section considers
the aggregate empirical evidence. Not
only is the evidence mixed, but also such
an argument is difficult to establish. The
second section of the paper describes a
number of the problems with aggregate
cross-country evidence. In particular, the
interpretation depends on the underlying
theoretical framework. The third and
fourth sections of the paper examine a
selection of the theoretical mechanisms,
distinguishing between those that affect
the level of output, taking a model of the
labor market, and those that influence
the rate of growth, drawing on recent
developments in growth theory. An important
role is played by the institutional
structure of benefits, which can significant/
y change their impact on economic
behavior.

Public pension programmes in OECD countries are in difficulties. With ageing
populations, and declining participation of working age men in paid work, existing pension
arrangements are likely to be unsustainable in the future in many of the richer OECD
countries. Indeed, supporting existing pension commitments, even before the ‘baby boom’
generation reaches retirement, has already proved problematic in countries such as Italy. Some
governments have already taken steps to tackle the pension issue but there is inevitably conflict
over who will bear the burden of retrenchment: will it be current taxpayers, current pensioners,
or future generations of taxpayers and pensioners, perhaps not yet born?
