【内容提要】改革开放近30年来，中国的产业结构发生了一系列意义深远的变化。总体来看，中国三次产业变动趋势符合产业结构演变的一般规律，但是产业政策在产业结构演变过程中的作用却有限。现阶段中国产业结构仍存在三次产业及其内部结构仍需改善、三次产业劳动生产率的差距扩大、产业结构的能源效益差、发展模式粗放等问题。未来中国产业结构将进一步向合理化方向发展，农业在保持基础地位的同时比重会继续下降；工业仍将扩张，服务业在国民经济中的地位会日益提高。应制定相关政策以利于产业结构的战略性调整，进而提升国际竞争力。

【英文摘要】During the 30 years of China's reform and opening up, Chinese industrial structrue has changed greatly. Generally, it is accorded with the law of industrial structure evolution. However, the function of industrial policy played in the process of evolving is very limited. Currently, the three industries and its inner structure are still to be adjusted. There are some problems, for example, labour productivity gap of three industries is enlarging, and the utilizing efficiency is very low, the developing model is extensive,and so on. In future, Chinese industrial structrue will grow better. The proportion of primary industry will continue to descend, but keep its fundemental position meanwhile, secondary industry will expand, and the service industry will become more and more important in national economy. To improve international competence of Chinese three industries, related policies which would benefit to the strategic adjustment of industrial structure should be made up.
