Some people say pension is a dying field. The number of Enrolled Actuaries is decreasing every year. If I am not mistaken, the US Pension Protection Act(PPT 2006) and IRC section 436 jointly regulate that only actuaries with EA designation in the US are qualified for pension valuation. But why is it that the number of EAs is decreasing? Is that because pension is a dying field? If yes, why so?

Any thoughts would be appreciated. Thanks.
