为了要使social efficiency最大化，一个公司应该用long run marginal cost curve 和 demand curve（假设demand curve在long run和short run时都一样）的交点来决定long-run output level，然后choose the socially optimal size for our capacity that minimizes the average cost of producing this output。然后在这个capacity的基础上，我们应该根据short-run marginal curve和demand curve的交点来决定公司产品的价格。
但是这样定价之后，我们可能会发现，根据这个价位，消费者需求的产品的 quantity 和我们计划的output level 不一样。而且 the capacity level that minimizes the average cost of producing this new output is also different。这样的话前面用short-run marginal cost curve short run pricing policy和long-run choice of capacity level in accordance to long run marginal cost curve就矛盾了。这是为什么？
