跟单信用证专家资格(Certified Documentary Credit Specialist,简称CDCS)考试是由国际商会(ICC)授权,由英国金融服务协会(IFS)和国际金融服务协会(IFSA)开发并在全球共同推出的资格认证。现已受到国际金融、贸易等领域的广泛认可。CDCS是对国际贸易、银行、金融等领域从业人员理论和操作水平的专业认证、代表着该领域的国际水平。中国大陆地区由中国贸促会(中国国际商会)培训中心负责考试报名工作,每年10月下旬至第二年1月下旬报名,第二年4月中旬考试。CDCS考试采取网上报名的方式。报考人员请登陆www.ccoic.cn点击“CDCS考试报名”栏目进入报名系统,进行网上报名。首次参加考试注册费(Registration)为5000元人民币,补考费(Resit)为3500元人民币。
从2014年考试,CDCS考试内容与往年相比做出如下调整:CDCS考试时间仍为3小时,全英文考卷,共分为两个部分100道题, A部分包括60道选择题,以CDCS考试指导(The Guide to Documentary Credits)内容为基础。B部分包括三个部分:10个选择题,每题1分,共计10分;3个文件包题目,每个包括5道选择题,每题1分,共计15分;3个案例题,考生必须从10个选择中选出5个不符点选项,每选对1个得1分,选错不扣分。每个案例题全部正确将得5分,共计15分。B部分目的在于检测考生工作中的信息积累、对信用证的理解和判定等方面的技巧。全球的通过率每年大概为60%上下,中国的通过率五年以来一直在70%以上。不过参考人员一般都为在信用证领域有着三年以上经验的银行从事国际业务的人员,在信用证领域有着丰富的实务经验。
通过CDCS考试的考生享有IFS及ICC联合颁发的信用证专家资格证书。此证书有效期为3年,考生需要在三年内修满IFS规定的24个学分。24个学分修满后,考生的专家资格会自动延展3年,没有修满学分的考生,需要在资格期满后重新参加考试,否则专家资格作废。例如:某通过考试的考生参加我会组织的已经申请到IFS学分的学术研讨会,会后考生需要向IFS发传真对参加研讨会的详细情况进行阐述,并声明要求得到相应的学分,考生在一年中可以修的最高学分不得高于16学分。
