BUT this solution have some problem, that is Nash equil does not fit
the restriction.(It seems we need two player do the better strategy
given the other) So if we can release som restriction (maybe the restiction means the subsidy must use to the net affair, and can not use other thing.) and include some
better assumption, then then solution will act like above.

看了您的分析之后，我对这个题目的个人解读：

1、补助（subsidy）的意思并不是中文的意思，它似乎是意味着“只能使用subsidy来解决支付”的问题。

即：如果M较小，则可理解为“约束”。

2、上面我的关于偏好和交易“补助”的思路是错误的。

因为本题目中的主体为生产者（预算约束和市场（网络总容量）条件下中的最大化），而非消费者。

3、关于题目本身的问题，我认为可以解释为——如果条件不满足，则并非一定是最优化。

（但仍然是纳什均衡）

4、还有个细节，条件不满足时，将无法求出第一问的答案。

因此出题的时候，似乎应将M、P的内容放在两个提问之间为好。
