【演讲者简介】Dr. Liu graduatedwith a Ph.D. in economics from UC San Diego in 2012.  He currently worksas a visiting assistant professor at the Cheung Kong Graduate School ofBusiness, and as a fellow for Resources for the Future.

【内容简介】We demonstrate how the presence of an untaxed informalsector can sharply lower the cost of environmental and energy tax policy. Themechanism arises from substitution between formal and informal labor supply; weshow how energy taxes can draw activity into the formal sector. We present theresult in a general analytical framework and then investigate its magnitude insimulation. Our central estimate for the U.S., where the informal sector isrelatively small, finds the cost of energy taxes is substantially reduced forabatement up to 20% and negative for abatement up to 6%. Developing countriesprovide an important extension: they have much larger informal sectors but atthe same time include the potential for substitution into informal fuels. Wemodel these countervailing features and show that the welfare enhancing effecttypically dominates. The overall cost improvements from energy taxes are evenlarger than in the U.S.
